Noreen Dinwieddie began her career at Starfish Family Services in 1993 as a Foster Care Support Worker. She holds undergraduate degrees in Psychology and Social Work and a Master’s in Organizational Leadership, graduating with a 3.97 GPA in 2020. Noreen's professional journey is driven by a passion for making a difference in the lives of children and families. Raised in Detroit, Michigan, by a single mother, she was inspired to pursue social work to help those in need.

Starting as the only Foster Care Support Worker at Starfish, she advanced to Foster Care and Adoption Licensor Supervisor, also serving as the Recipient Rights Advisor. In 1998, under the guidance of founder Ouida Cash, she transitioned to prevention work, focusing on early support for families. Noreen played a key role in launching the Head Start program and held various leadership positions, eventually becoming the Head Start Director and Grants Administration Director in 2019.

Her career has been deeply rewarding, and she remains committed to creating brighter futures for children and families. Noreen believes in supporting, helping, empowering, and advocating for others, embracing continuous learning and Transformational Servant Leadership. She enjoys a supportive family life, mystery books, and brain games, and looks forward to furthering her impact at MiSELA.
